We posted a general announcement of a speed boost:

Please dont abuse the archive's increased bandwidth: it will run out as well. The etree users are the dominant users by far, and we would like to keep off any caps.

Would putting a 100k/sec or even 200k/sec cap help matters or not really?

Is there still a cap on the number of connections a user can have to a specific ftp server?

Right now, caps won't help. However, it appears as though with the increased bandwidth, users should be queueing up a lot more for overnight downloads in order to take advantage of the available bw.

etree11 Average DL speed: 165.2 KB/sec

When there are 20 people logged in and downloading... :)
